Due to the confusion around the nomination and vote for Dave previously,
we are restarting the nomination and vote process. I'd like to nominate
Dave Wallace as a committer for ci-managment.

I spoke with Dave and verified he would like to become a ci-management
committer. Dave is active in CSIT and VPP projects. His role as a
committer will definitely benefit CSIT, VPP and ci-management.
