Upcoming Jenkins outage for plugin update

Greetings,

We've been receiving reports of some jobs failing since the certificate
updates that happened on February 10. Our current understanding of the
issue is that it should be resolve with a recent update to the Maven
plugin used in Jenkins. To install this update Jenkins will need to be
restarted.

I've place Jenkins into shutdown mode to allow the current jobs to
finish but not start any new jobs. Once the run queue is clear we will
be updating the plugin and restarting Jenkins.
