Jenkins JCasC managed configs

The Jenkins sandbox is now configured to use JCasC to for managed files.
This provides the community with self service managed files similarly to cloud configs. We will be implementing JCasC managed files in production on Wednesday. The change does not require a restarted but we wanted to make the community aware of the change.
